The Network of HIV Positives in Sierra Leone (NETHIPS) is a national NGO working as a coordinating body for all care and support organizations in Sierra Leone. NETHIPS has secured funding from the Global Fund to fight AIDS, TB and Malaria through the Ministry of Health and Sanitation for three years (July 1, 2021 through June 30, 2024).

JOB DESCRIPTIONS FOR VACANT POSITION AT NETHIPS

  1. TERMS OF REFERENCE (TOR)

Duty Station:                         Head Office – Grafton

The post-holder will be responsible for the technical component of the Global Fund project in line with the mission and vision of the organization and for advising and assisting management in the overall implementation of the project.

Duties and Responsibilities

These tasks include but are not limited to:

  • Donor mapping: Compile and maintain a database of international and local donor organizations, international foundations, bilateral and multilateral agencies, private corporations especially in light of corporate social responsibility provisions in Sierra Leone)
  • Take leadership in writing concept notes, project ideas and project proposals and ensure their timely submission
  • Work with Management to generate new prospects and gain new donor commitments.
  • Support the day-to-day implementation of NETHIPS project activities and processes in collaboration with other staff and support group leaders.
  •  Produce and submit monthly and quarterly report to the Programme Manager  
  • Work to strengthen network with other organizations and government line ministries on behalf of NETHIPS
  • Attend any trainings or meetings as required and provide written reports on all trainings and meetings attended on behalf of NETHIPS
  • Take part in public forum, radio and televised discussions and presentations in consultation with the NETHIPS’ management.
  • Contribute to the development of terms of reference for training and workshop activities.
  • Ensure that the Assistant Project Officers perform their assigned roles and responsibilities
  • Monitor and review project implementation regularly to assess delivery, identify challenges and bottlenecks and explore practical solutions.
  • Periodically monitor progress against agreed indicators, as described in the Results Framework
  • Provide leadership in generating regular monthly, quarterly and end of project reports.
  • Be prepared to work out of normal working hours and days
  • Carryout any other duties as may arise from time to time and as may be assigned to you

  • Good internal narrative reports with evidence of changes in the project
  • Good relationship developed and effective communication and coordination achieved with other actors
  • At all times faithfully, industriously, and to the best of her/his ability and experience perform all of the duties required of this position.

Competencies:

  • Should possess excellent technical skills in social science research, program and project performance assessment.
  • Demonstrate experience in monitoring and evaluation of development project activities.
  • Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment.
  • Must be able to respond quickly to requests for information with a high ability of prioritization of tasks
  • Must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as ability to work with minimal supervision.
  • Experience in planning, monitoring and evaluation of community-based projects
  • Must exhibit outstanding ability to meet deadlines

Desirable

  • Excellent writing and reporting skills and professional experience in report writing
  • Previous working experience with Civil Society Organization in managing/supervising projects

Qualification Requirements

  • A degree in Social Sciences or Business Administration from a recognized university
  • At least 3 years of relevant experience working with NGO in project management or M&E
  • Proficient in the use of computer applications, including MS Word, Excel, PowerPoint, etc.
  • Fluency in oral and written English
