1. The Government of the Republic of Sierra Leone(hereinafter called “Borrower”) has received financing from the International Development Association (the “Bank”) in the form of a Grant (hereinafter called “grant”] toward the cost of Sierra Leone Agro-Processing Competitiveness Project. The Project Fiduciary Management Unit,an implementing agency of the Client, intends to apply a portion of the proceeds of this (Grant) to eligible payments under the contract for which this Request for Bid is issued.
The Project Fiduciary Management Unit (PFMU) now invite sealed Bids from eligible bidders who can demonstrate Technical and Financial Capabilities for the Procurement of Laboratory Equipment.

2. Bidders shall quote for all items as required in the Bid Document. Bids will be evaluated and contract will be awarded to the Bidder meeting the required qualification criteria.
3. Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the National Public Procurement Act 2016 and is open to all eligible bidders as defined in the manual and Procurement Regulations for IPF Borrowers July 2016 Revised November 2017, August 2018 and November 2020.
4. Interested eligible Bidders may obtain further information from PFMU,

5. The bidding document may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable feeof One Million Leones (Le1,000,000) and bidders may obtain further information on the bidding document at the address below between 11:00 am to 4:00pm from Mondays to Fridays no-later than five (5) days prior to the deadline of submission of bids. The method of payment will be cash.
6. All Bids must be accompanied by a Bid Security in the amounts indicated above or its equivalent in a freely convertible currency. The Bidder shall seal the original and each copy of the bid, in separate envelopes, duly marking the envelopes as “ORIGINAL (1)” and “COPY (3).” The envelopes shall then be enclosed in an outer envelope and sealed.
7. All bids must be accompanied by:
- Valid copy of NRA tax certificate;
- Valid NASSIT Clearance Certificate.
- Valid certificates of business registration;
- Valid City/District Council clearance certificate;
- Manufacturers Authorization
- Evidence of similar supplies
- Business Profile of the Bidder/Supplier
- Original Brochure with Technical Literature
- Audited Financial Statement of the Business for the last three years
- Bid Security
8. Bids must be delivered to the address below on or before 12:00 noon. on Wednesday 15th September, 2021. Electronic Bidding will notbe permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:05 p.m. on Wednesday 15th September, 2021.
